BLER stands for Block Error Rate. It is a ratio of the number of erroneous blocks to the total number of blocks transmit. It is used to  measure of successful data transmission rate over the air at the Physical/MAC layer level. Suppose transmitter send two data blocks and at receiver end only one data block is successfully decoded means BLER is 50%.
